Quality of Life

Malaysia offers one of Asia's most genuinely liveable expatriate experiences — English is a de facto business and daily language, infrastructure is first-world, and Kuala Lumpur combines metropolitan sophistication with a cost of living 60–70% lower than Singapore or Hong Kong. The multicultural Malay-Chinese-Indian cultural blend creates an extraordinarily vibrant food and cultural scene. Penang consistently ranks among the world's top expat destinations for lifestyle value.

Safety & Security
Good

Malaysia is generally safe for expats; Kuala Lumpur's urban areas have moderate petty crime but very low violent crime. Sabah and parts of the east coast have historically elevated security risks; peninsular Malaysia is consistently safe.

Healthcare

Malaysia is a regional medical tourism hub with JCI-accredited private hospitals — Gleneagles, Prince Court, Columbia Asia — delivering Singapore-comparable care at 40–60% lower cost. The public system is functional but private is strongly preferred by expats.

Education

Malaysia has an excellent private international school sector with British, American, IB, and Australian curricula widely available. Kuala Lumpur is home to regional campuses of Monash University, University of Nottingham, and ELM International College.

Tax Summary

Malaysia uses a territorial tax system — income earned outside Malaysia is tax-exempt for residents (with minor exceptions for certain financial institutions). Income tax is 0–30% on Malaysian-sourced income. No capital gains tax (except on property disposals within 5 years). No inheritance tax. No dividend tax at shareholder level.

World Happiness Report rank: #55 globally

Economic Residency & Migration Programmes

Malaysia's primary long-stay programs are the Malaysia My Second Home (MM2H — restructured 2021) and the Premium Visa Program (PVP) launched in 2022. MM2H was significantly tightened in 2021 but remains a viable option for qualifying applicants.

⚠️Permanent residency in Malaysia does not automatically lead to citizenship eligibility.

Malaysia My Second Home (MM2H)

Investment Required
MYR 1.5M minimum in liquid assets; MYR 40,000/month income; MYR 1M in Malaysian bank; property purchase MYR 2M+ (revised thresholds 2021)
Residency Timeline
5-year renewable residency in 3–6 months
Citizenship Path
Malaysian citizenship is not a pathway from MM2H
The 2021 revision significantly raised thresholds. The original program (pre-2021) required only MYR 350,000 in fixed deposits, making the new version far more restrictive.

Premium Visa Program (PVP)

Investment Required
MYR 1.5M fixed deposit OR MYR 40,000/month income
Residency Timeline
20-year self-sponsored residency; application 2–3 months
Citizenship Path
Citizenship not part of PVP pathway
Launched to replace MM2H for higher-income applicants. Work rights included for any employer. Best long-term residency value in Malaysia.
Malaysian citizenship for foreigners is extremely difficult — naturalisation is discretionary and rarely granted to non-Malays. Residency programs do not provide a citizenship track.
