The team's approach prioritises design quality over unit count: Black Rock has only 22 villas, giving the developer the budget to invest in landscaping, materials, and infrastructure at a level that most larger developments cannot match.
The developer holds an existing management agreement with a boutique hotel operator for the shared facilities, ensuring professional-standard maintenance even during off-season periods when most villas are unoccupied.

- Cliffside Studios (50–70 sq m) — From $480,000; smallest units with the most dramatic cliff-edge positioning.
- 2 Bedroom Villas (140–180 sq m) — $1.1–$1.8 million with private infinity pools cantilevered over the cliff face.
- 3 Bedroom Estate Villas (250–300 sq m) — $2.5–$3.8 million, the largest units with the most extensive garden terracing.
CBI eligibility: Antigua's Citizenship by Investment programme approves selected real estate projects. Black Rock has received NEC (National Economic Council) approval, meaning buyers investing $400,000 or more qualify for Antiguan citizenship application. Antigua's passport offers visa-free access to 150+ countries including UK, Schengen, and Canada.
Amenities and Destination Appeal
The development's shared amenities include a clifftop pool, a shaded terrace bar, a gym, and a dedicated dive and snorkel operation from the private jetty below the headland. Antigua's English Harbour — one of the yachting world's great historic harbours — is 20 minutes south, with Nelson's Dockyard (a UNESCO World Heritage Site) and the Antigua Sailing Week events that bring 200+ yachts annually.
VC Bird International Airport (ANU) is 30 minutes from Black Rock and receives direct flights from London Heathrow (British Airways), New York (JetBlue), Miami (American), Toronto (Air Canada), and multiple Caribbean islands. Antigua's stable political environment and English common law system provide a familiar legal framework for UK and North American buyers.
Verdict: Design-forward buyers who want architectural distinction alongside CBI eligibility. Black Rock is not the cheapest route to Antiguan citizenship, but it is certainly the most beautiful.
