About Luštica Peninsula, Montenegro
Montenegro is the Adriatic's most exciting emerging luxury destination: a nation that joined NATO in 2017, is formally a European Union candidate, and boasts 300km of coastline with a fraction of Croatia's tourist density. The Luštica peninsula, a 69 km² headland south of Tivat (home to Porto Montenegro superyacht marina), is where Montenegro's most ambitious resort development is concentrated. EU candidate membership, a 9% flat income tax, and visa-on-arrival for many nationalities make Montenegro a serious consideration for second-home buyers.
About Luštica Bay Development
Luštica Bay is a 690-hectare master-planned resort community on the Luštica peninsula — one of the largest greenfield resort developments in Europe. The Luštica Bay Company (majority-owned by Azmont Investments, a subsidiary of a Gulf-based sovereign entity) is investing €500 million in phased infrastructure, hotels, and residences over a 15-year horizon. Current phases are substantially complete; the Chedi Hotel opened in 2023.

Investment Verdict
Positives:
- Montenegro EU accession (expected 2027–28) is a significant catalyst; real estate often appreciates 20–40% at EU entry in historical comparisons (see Bulgaria, Romania)
- Freehold title for foreigners is clean and unambiguous under Montenegrin law
- GHM/Chedi brand differentiates from generic Adriatic developments with a global luxury hospitality audience
Watch Points:
- Montenegro's judicial system is still developing — contract enforcement can be slower than in EU states
- Luštica Bay is large and phased; full amenity maturation is 5–8 years away for some sections
- Adriatic season is concentrated in July–August; rental yields depend heavily on two-month peak performance
