The Koh Rong Archipelago off Cambodia's southern coast has remained largely undeveloped due to the country's tourism infrastructure lag — an advantage for buyers seeking an unspoiled marine environment. Song Saa — occupying two small connected islands (the name means "the sweethearts" in Khmer) — established the benchmark for the destination when it opened in 2012 with a combination of overwater bungalows, jungle villas, and a marine conservation programme that has won multiple international environmental awards.

Developer: Song Saa Holdings

Song Saa was founded by Australian couple Rory and Melita Hunter, who acquired the islands from the Cambodian government on a long-term lease in 2008 and spent four years in development before opening. The resort's philosophy — community benefit, marine conservation, and authentic Cambodian hospitality — has attracted consistent recognition from Condé Nast Traveler, Travel + Leisure, and National Geographic.

The development holds Rainforest Alliance certification and operates a marine reserve covering the surrounding reef. The resident marine biologist programme — offering guests participation in coral restoration and research — has generated the kind of editorial coverage that money cannot buy, driving a consistent demand premium for the property's guest bookings.

Unit Types and Pricing

  • Overwater Bungalows — Fractional ownership from $85,000 per quarter-share, including 3 weeks of annual use and rental income participation.
  • Jungle Villas (2–3 bed) — $480,000 to $850,000 for whole-ownership villa positions on the island's elevated interior.
  • Island Estate (4–6 bed) — $2.2 million, the resort's largest private compound with exclusive beach access.

Cambodia ownership: Cambodia permits 100% foreign ownership of condominiums in buildings above the ground floor (the Strata Title Law). Land cannot be directly owned by foreigners, but long-term leasehold (up to 50 years, renewable) and LMAP-titled condominiums are available. Song Saa's overwater structures are held as condominium titles under the appropriate Cambodian legal framework.

Amenities and Destination Appeal

Song Saa's guest amenities are centred on marine activities: scuba diving, freediving, snorkelling, sea kayaking, and night fishing with local fishermen. The resort's single restaurant — open-air, serving a fusion of Khmer and international cuisine — has been profiled by multiple food publications. The marine reserve boundary markers visible from the overwater bungalows serve as a daily reminder of the conservation mandate.

Sihanoukville Airport (KOS) — 30 km north — receives domestic flights from Phnom Penh (45 minutes). International connections run via Phnom Penh (PNH) or Bangkok (BKK/DMK), both under 90 minutes by air. Speedboat transfers from Sihanoukville pier take 45 minutes. Cambodia's improving infrastructure and the Koh Rong Archipelago's national park designation provide supply protection for the property's long-term values.

Verdict: A pioneering property in a destination that is still finding its footing internationally. The marine conservation credentials and Condé Nast recognition provide brand resilience. For buyers willing to accept frontier-market risk in exchange for a genuinely extraordinary setting at accessible price points, Song Saa is exceptional value.
